  4. Israel signals that it is ready to make a territorial deal with
  5. Syria

  8.     Almost everyone involved in the Middle East peace talks assumes
  9. that optimism is probably unwarranted and possibly unwise.
  10. Nevertheless, Israel and Syria are putting out signals that have
  11. even veteran skeptics paying close attention. Officials in
  12. Jerusalem said last week they were preparing a negotiating paper
  13. that would offer Syria a deal on the Golan Heights in return for
  14. a formal peace treaty.

  16.     For the first time, Israeli Prime Minister Yitzhak Rabin
  17. said his government was ready to trade land for peace with
  18. Syria, "and this means a readiness for some sort of territorial
  19. compromise." Syrian Foreign Minister Farouk Shara says an offer
  20. to return only part of the heights "is unacceptable." But Israel
  21. hints that a deal may result. "It's the first time that there's
  22. been a real exchange of opinions," says Rabin. "It's without
  23. precedent."
